Although Runic history, vast with tales of common man forwarding the geopolitical goals of their nation; utilizing steel, and arrow to accomplish the wills of their liege. Shadowing times when it was not Man, but
Descendant, who waged war on the Runic continent. Their incandescent palms harboring concentration of the elements, to subdue, and annihilate. Truly deplorable, crime against human constitutions, to wage Descendant against Man armies in times of great strife. The delinquent soon facing the legal ire and total condemnation from his kin. For they had ordered the deployment of
mass-magicka on the battlefields. Sons of Sinus draftees ushering it in great, perplexing, destruction. By dusk, the silence of an unsettling peace covets the revolutionized plain. Today a bog surrounded by a minor caldera.
Ill defined; mass-magicka (alternatively mass-magic, or massive magicka) encapsulates all forms of sorcery and trickery, bringing forth untold amount of destruction. During the march of the great Host, it was through mass-magicka that their measly force defeated their adversaries. Only defeated once the fighting stopped. Osker Oskeris the first, king of Argevia in 2GA926 paid the highest of prices to hire powerful Descendants from Hannia and Hemia, due to Argevia's low Descendant population and reluctance to enroll local Descendants, did they not take Argevian Descendants; for they would in time return to their homes with taste for blood, this meant little if they returned to say, Hemia, or Hannia, buck-passing the potential danger to other states. Argevia would later be condemned by Hannia and the Silver State for exporting Descendant fighters. Reaching its zenith in 2GA931. Hannia would secede in violent rebellion later in 2GA939, after the stand at Vesper river in 2GA938, with Hannian authorities refusing to take in former Descendant fighters of Argevia, coming from Skovania in the east. Accusing Argevia of implanting mercenaries with Argevian inclinations into their dominions, as to curb notions of secession among the brass.
Such accusations were immediately denied by Argevian policy makers. Nonetheless, Argevia could no longer afford their military expenditures by the time the Yvan's invaded, being outbid by the likes of Maela and Rilia (Belvedoria). Thus losing their potential leverage on neighbors such as Hannia. Amount of mass-magicka wielders were at most numbered in the one, to two-thousand, as disease and other ills shook the demographics of the continent, did their numbers also dwindle, sometimes into the low hundreds.
Mineral conjuration is considered mass-magicka, and is punishable by death for disturbing the supply of coin. Authorities would tirelessly analyze coin supply as to make sure the supply was not being tampered (check for signs of inflation). Especially after the Belvedorian annexation of the Ashgarden and acquisition of the islands' quarries. There were more baseless accusations than legitimate ones, especially in Purtian and Riman sphere's where prejudice against Descendants was particularly high. In truth, for a mass-magicka Descendant to conjure coin, a steady supply of rare minerals was required, although less was needed to mint coins than conventional methods. A third or two thirds the usual supply, depending on the experience of the Descendant.
Fear more than anything stemmed the tide of coin conjuration. West Empire Company (before, Bluewater Company) authorities would often engage in weeks of torture against suspected illegal coin suppliers, threatening families, tribes and communities to discover the illicit mint. Often in accordance to local legislation as the inflation was disastrous to Runic economies and could hamper a nations security prospects. Once discovered, the Company would most likely confiscate any minted coin, and stockpile it, keeping it from entering the Runic economies, thus avoiding mass-inflation. Initially requiring low effort, as illegally minted coins lacked much sophistication, they would later be almost identical to currencies such as the Rhin, Aurim, and Kungh. Demanding keen-eyes and tireless work.
Legislation and efforts notwithstanding, policy makers of the Hegemon grew infamous for several foiled plots, aimed to inflate the Purtian Kungh, utilizing both conventionally, and mass-magicka generated coins. Lasardus, whose rhetoric preached relative strength in Tyrelian, and indeed, Runic geopolitics, went to lengths to inflate the Riman fiscal house likewise. In hopes that Rima would grow increasingly dependent on Rilian economic aid, subsequently forcing both Rima and Purtia to downsize their own professional forces. Thus urging Rilia to downsize also, and invest less military resources in the region. This policy did not end with Helena assuming the throne of Rilia, who preached maximizing Rilian power above other states of the system, weakening the remaining sovereign states of Tyrelia, and increasing Rilian power, was a key part of Rilia's foreign policy during Helena's rule.
Rilia harboring such policies, lead to Ladusia threatening to embargo Rilia, swaying Rilian policy makers (but not Helena, necessarily) to reconsider applying an identical policy on the Marsinate of Ladusia. Fearing that Ladusia would employ its own Descendant population in an effort to break the economic system of the Runic Empire. Incidentally or not, following this political exchange, Ladusia held its own population census in 3GA033, including any Descendants (known as Mhasyyas in Ladusia) in the count. Initially questioning the Ladusian census, claiming it to be forged, or subject to failed southern bureaucracy, queen Helena grew convinced that an economic war against Ladusia would be devastating, and annulled her planned fiscal policies against the south.
However, this decision was not made exclusively because Rilia feared potential Ladusian attempts to inflate the Rhin -- questionable if Ladusia was even capable of producing the coins necessary to achieve fruitful results, as their mineral supplies were not on par with Rilian supply (at least on paper). It was made because Rilia relied on Ladusian food imports to sustain their subsidies intended for Hannia and Gemaria. Thus Rilian policy makers ultimately decided not to move against the hand that feeds them. Prompting
Iron Empire Company policy makers to seek partners in Ladusian Hassayyik as to undermine the Ladusian foodstuff monopoly in the Runic Sea. An endeavor ultimately manifesting into the S
econd Continental War.
Early Third Age, Rilian legislation was instated as part of their initiative to end war in Hannia (Central Rune's Eris), banning deployment of mass-magicka by any country, or aristocracy. Helena Emporium would later ban Descendants from partaking in any conflict whatsoever, with terrible rate of enforcement. As Rilian economics had soured since the Maelan-Rilian war, facing high inflation (possibly due to aforementioned illicit minting operations - gone haywire), rising poverty line, and increasing domestic and external debts, further cumbered by a bloated military budget now in rise due to Helena's jingoist rhetoric, funneled by zealotry.
Past the Neverlas treaty, returning Rilia, and its former territories into a plethora of city states, duchies, and petty kingdoms, the banishment of mass-magicka from the battlefields of Man retained. Becoming imbued with Runic code of honor. Honor as a concept, can be muddied however, on occasion assuming a lesser or nonexistent role in Runic security competition.
Acts of unconventional or extraordinary healing (wound treatment through sorcery), is considered mass-magicka, notwithstanding, healers are highly sought after as they provide significant advantages above conventional physicians. With the likes of Purtia, and Argevia (after 3GA000) lobbying for their banishment from battlefields. Rima, although a rigorous supporter of legislation against mass-magicka, maintained Descendant healers among their ranks, mercenaries subsidized by the Hegemon, or Rilia, as to gain leverage over Purtia. An arrangement particularly awkward once Helena Emporium assumed the the throne of the Rilian Runic Empire. Riman Descendant healers were organized into
Corax battalions, often among the most experienced fighters and the nobility. Riman healers were dubbed 'Crow heads' by Purtians, for their peculiar masks, depicting the countenance of a one-eyed raven.
Beokros in his venture to establish
Mhesekai in 2GA985; employed both Descendant healers and minters to sustain his army. Utilizing his own nick for military strategy and organization, he proved a tough foe against the forces eight times his own (Silver State forces, Soulhouse and Fallenwood forces specifically, along with Yvan armies in the approximate regions). Further urging military reforms across the continent, in the form of improved organization and composition. Incidentally aiding the western armies against the Far-Eastern invaders of
2GA994.
Attempts to conjure sustenance using Descendants holds precedent. But thus far there is no known record of success in the effort. Reports of conjured foodstuff carrying with it offensive smells, and unpleasant texture; its nutritional value prompting swift emaciation, dominates the research. Thus policy makers of the continent opts to distance themselves from the prospect of unconditional food production. It is not unlikely that Runic policy makers may not even desire such, as the geopolitical implications would be immense.
Correction(s); Authorities were checking for signs of
inflation, not deflation. Because the amount of coins in circulation were effectively inflating prices of goods in the Runic markets.
Mass-magicka potent Descendant populations subject to change.
There were no plots to deflate currencies, only to inflate them.
